2013-Present

I guided the establishment of the Office of Inspector General. I developed and administered policies and procedures across all areas of operations relating to managing staff; procurement; contract negotiation and oversight; and budgeting. I provided legal counsel and direction for investigations, audits, and reviews. I prepared reports, opinions, and position papers involving complex data and novel legal issues. I reviewed and edited reports for legal sufficiency. I represented the Inspector General in all legal matters including securing subpoenas, enforcing subpoenas and litigating issues unique to the work of Inspectors Generals through trial and appellate courts. I served as acting Inspector General. I regularly engaged with stakeholders. I appeared and presented before legislative bodies, public boards and commissions.

I built the Ethics and Compliance Department and launched an ethics and compliance program for a local government which employs 3000+ persons working across 38+ departments. I led initiatives to implement a system of policy management and collaborated with stakeholders to develop policies across organizational units. I conducted independent reviews to ensure compliance issues were assessed and resolved. I developed and presented live training to employees. I reviewed Financial Disclosure Statements made by elected officials and executive employees for conflicts of interest under code(s) of governmental ethics.

1997-2011

I represented the LA State Racing Commission in state and federal court actions through all stages of legal proceedings arising from the regulation of live horse racing, pari-mutuel wagering, and issuance of licenses to conduct activity. I prosecuted 500+ administrative and regulatory actions, including issuance of administrative subpoena.I oversaw investigative and enforcement actions. I provided guidance on proposed and newly enacted legislation. I developed and advanced procedures for enforcing regulation. I drafted new regulation and oversaw process for adoption. I rendered advisory opinions across all areas of practice. Areas of practice included Administrative Law, Open Meeting law, Public Records (Freedom of Information) laws, Code of Governmental Ethics, Constitutional law, Interstate Horse Racing Act, Governmental liability, Negligence, Horse Racing and Gaming.
